Economic Development Strategic Plan

Growing Louisville Together

Louisville Mayor Craig Greenberg debuted Growing Louisville Together, a comprehensive, bold, results-oriented, and measurable economic development plan based on the fundamental principle that for the city to prosper, people in every neighborhood must thrive economically. The plan started with a blank sheet of paper and is the culmination of over 2,000 hours of time invested by stakeholders and staff. Read the finalized plan below.

In August 2023, Mayor Greenberg launched a new strategic planning process for economic development in Louisville, the first time an effort like this has taken place in nearly a decade. The plan includes actionable steps for city government and recommendations for how businesses, nonprofits and individuals can help. In addition to the Mayor's Office and the Department of Economic Development, the process was led by two Indianapolis-based consulting firms - Ginovus and Thomas P. Miller and Associates (TPMA). These two companies conducted an Economic Snapshot of Louisville’s assets and challenges to set the stage for the stakeholder engagement and a frank discussion on how we achieve economic prosperity in our city.

The Mayor invited approximately 80 business, not-for-profit, government, and education leaders to participate in a series of listening sessions to provide their thoughts on how the city can improve educational attainment, attract and retain talent, increase access to venture capital and angel investors, and better support entrepreneurs.

Hearing from the broader community on these topics and where they would like to see the city in 10 years was an important element as the plan recommendations and priorities were developed.

We invite you to review the Economic Snapshot analysis, stakeholder list, materials from past meetings, and to download the plan.
